Use 1 to transmit insignificant changes, or
0 to not transmit them.

This command permits transmission of insignificant changes. A change is
considered insignificant if a point change differs from the existing value only
by its timestamp. A change is considered significant if any
attribute other than timestamp changes. That would include
lock, security,
confidence, quality,
value. This command does not put any kind of deadband on
the value.
